ICPC Arraigns NBC Director Over Alleged Document Forgery, Abuse Of Office

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has reaffirmed that former Naval Chief, Vice Admiral Jibrin Usman (Rtd.), and Brigadier-General Ishaya Bauka remain on their wanted list.

This declaration addresses claims that amended charges have cleared the two of alleged N3 billion fraud, embezzlement, and abuse of office. The ICPC insists these claims are false and should be disregarded.

In a statement released by Demola Bakare, Director of Public Enlightenment and Education/Spokesperson for the Commission, the ICPC clarified that a subsisting arrest warrant is in place for both former military officers.

The public is urged to assist in bringing them to justice. The statement emphasized that the charges against them have been amended, not withdrawn.

The ICPC does not exonerate individuals in ongoing court cases, and amending charges is a standard practice for prosecuting agencies when defendants are at large or under bench warrants.

The ICPC clarified that upon the arrest of those currently at large, they will be incorporated into the initial charges. The former Naval Chief was originally charged alongside five others in a filing dated April 17, 2023.

Despite substituted service of charges through their lawyers, the defendants failed to appear for arraignment, leading the Commission to obtain bench warrants for their arrest.

On February 4, 2025, Adam Imam Yusuf, the second defendant in the original charge, was arrested in Abuja. However, the two former military generals remain at large.

The ICPC assured the public that efforts to apprehend them are ongoing. Should they be arrested, the current charges will be amended to include the initial allegations.
