REQUEST FOR EXPRESSION OF INTEREST (Eol)

1. Introduction

1.1 The Obafemi Awolowo University, lle-lfe through the World Bank-supported Africa Centers of Excellence for Development Impact received a grant towards implementation of the Africa Centre of Excellence: ICT-Driven Knowledge Park Development Impact Project, and intends to apply part of the grant for payment under the contract for the procurement of consultancy services.

1.2 Qualified, competent and reputable consulting firms (Architectural, Quantity Surveying, Civil Structural Engineering and Mechanical & Electrical Engineering) are hereby invited to submit Expression of Interest for the following services

3. ELIGIBILITY REQUIREMENTS

Interested firms should submit two (2) bound Eoi documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder.

  • Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC of CAC, and CAC Business Name is also acceptable,
  • Firm’s Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business name) for the last three (3) years (2020, 2021 & 2022) valid till 31″ December, 2023 (with a minimum average annual turnover in the last three years of N7.5 million for each firm);
  • Pension Clearance Certificate valid till 31st December 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above);
  • Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2023 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above)
  • Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31″ December 2023
  • Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2023 or valid Certificate issued by BPP.
  • Firm’s current registration with relevant professional body such as COREN, OSRBN, ARCON CORBON, SURCON etc.,
  • Sworn Affidavit
    1. disclosing whether or not any officer of the relevant committees of the Obafemi Awolowo University, lle-ife or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder, and to confirm that all information presented in its bid are true and correct in all particulars,
    2. that the company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company’s ability to effectively discharge their responsibility if engaged,
    3. No company’s Director has been convicted of procurement fraud in any country:
  • Company’s Audited Accounts for the last three (3) years-2020,2021 & 2022;
  • Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
  • Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic Professional qualifications such as COREN, QSRBN, ARCON, CORBON, SURCON, etc.;
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects,
  • For Joint Venture/Partnership, a Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each IV partner),

Note: All documents for submission must be transmitted with a Covering Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. SUBMISSION OF EXPRESSION OF INTEREST (Eol)

Interested firms are to submit two (2) bound copies of the Expression of Interest separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to The Centre Leader, Africa Centre of Excellence Development Impact, Telepresence Ante-Room, ICT Centre, Adjacent to the Computer Centre, Obafemi Awolowo University, Ile-Ife and clearly marked with the name of the project and package number. Furthermore, the reverse of each sealed envelope should bear the name and address of the Firm and drop in the designated Tender Box at the Telepresence Ante-Room, ICT Centre not later than 12:00 noon on Tuesday, 05 March, 2014.

5.OPENING OF EOF DOCUMENTS

The Expression of Interest will be opened immediately after the deadline for submission at 12:00 noon on Tuesday, 05 March, 2024, at ACE Annex Hall, Africa Centre of Excellence, Obafemi Awolowo University Ile-Ife. Please ensure that you sign the EOI Submission Register in the Centre Leader’s Office at the Telepresence Ante-Room, ICT Centre, Adjacent to The Computer Centre, Obafemi Awolowo University, Ile-Ife, as the Africa Centre of Excellence, Obafemi Awolowo University, ile-ife will not be held liable for misplaced or wrongly submitted documents. 6.GENERALINFORMATION

  • Eol must be in English Language and signed by an official authorized by the bidder,
  • Eol submitted after the deadline for submission would be returned un-opened:
  • All costs will be borne by the bidders; c
  • The EOis will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies, and will be covered by video recording, invitation link will be sent to the bidder who chooses to join the EOi’s opening online,
  • Only shortlisted Consultants at the EOP’s evaluation will be invited at a later date for collection of Request for Proposals, The Africa Centre of Excellence, Obafemi Awolowo University, lle-Ife is not bound to short list
  • any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities under Section 28 of the Public Procurement Act, 2007,
